Manuel S. Enverga University Foundation (MSEUF) advanced SDG 16 by delivering general education, capacity-building, and outreach that help public officials, civic partners, and youth leaders make better policy—across law, governance, social protection, and urban heritage.
Where MSEUF is upskilling decision-makers and partners
City public hearing participation → community legal literacy.
At the Lucena City Sangguniang Panlungsod public hearing on the Achievers’ Recognition and Incentive ordinance (May 14, 2024), MSEUF’s External Relations and Scholarship/Alumni offices joined councilors and agency heads to refine provisions (eligibility, cash incentives, and a validation committee). The hearing doubled as a public lesson in due process for school leaders and residents present.
Social-protection coordination with DSWD → program design skills.
In the Provincial CSO–Academe Partners Meeting (Sept. 13–14, 2024), DSWD IV-A convened universities and CSOs, MSEUF reported results and co-planned next steps on Youth Development Sessions, livelihoods, and health initiatives for 4Ps families, strengthening partners’ capacity to align program design with provincial goals.
Advisory Council with government seats → standing channel for policy learning.
During Partnership Day, MSEUF recognized 44 members of its University Advisory Council, including 18 government agencies, creating a recurring forum where public offices and the University exchange evidence that informs local policies and joint projects.
Rule-of-law outreach for future implementers.
The Enverga Law School CLEP, with IBP-Quezon and the Rotary Club of Metro Lucena, ran a “Know Your Rights” seminar (Sept. 14, 2024) covering the Safe Spaces Act, VAWC (RA 9262), and basic civil rights, with Q&A and practitioner inputs, practical training for student volunteers, campus personnel, and community participants who will carry these standards into schools and LGUs.
Values-based leadership formation for justice leaders.
Weekly sessions with Christians for Nation-Building (C4NB) at the CCJC cultivated ethical decision-making among criminology student leaders, future frontline actors in public safety and policy enforcement.
Applied urban heritage partnership with LGU → technical capacity.
Through an MOU with the Municipality of Sariaya and Herencia Sariaya, MSEUF-CAFA provides cultural mapping and design guidelines for the heritage district, while the LGU oversees compliance with the National Heritage Act, an on-the-job training loop for municipal staff and students on policy-driven urban conservation.

Flagship extension programs → sector skills and civic know-how.
Universitywide community extension projects (e.g., coastal risk reduction, life-saving and fire-safety demos, and digital-skills “Cyber Eskwela”) give teachers, barangay partners, and students practical tools they can take into classrooms, councils, and community plans.

- Outreach & general education: Public legal seminars and extension programs transfer knowledge on rights, safety, and technology to broad audiences that include school officials and local leaders.
- Capacity-building for policymakers & implementers: DSWD’s CSO–academe forum and the Sariaya LGU MOU institutionalize hands-on training and co-design for social protection and urban governance.
- Evidence channels for government: The Advisory Council and city hearing place MSEUF’s expertise on the record for ordinances and inter-agency initiatives.
MSEUF’s approach—grounded in Mindfulness, Service, Excellence, Unity, and Fortitude—turns classrooms into policy classrooms, convening hearings and partner summits, publishing guidance, and training future civil servants so that better evidence and ethics flow into local decisions.
