Manuel S. Enverga University Foundation (MSEUF) advanced SDG 16 — provide specific expert advice to local, regional, or national government—by (1) giving input in a Lucena City public hearing on an ordinance, (2) participating in the Department of Social Welfare and Development’s CSO–Academe Partners Meeting for the 4Ps program, and (3) institutionalizing multi-agency advisory linkages where government partners engage the University’s evidence and expertise.
Documented engagements that meet SDG 16
City policy hearing (Lucena City, May 14, 2024).
MSEUF’s Office of the Vice President for External Relations and the Office of Scholarship, Endowment, Job Placement and Alumni Relations joined the Sangguniang Panlungsod public hearing on an ordinance to grant recognition and incentives to outstanding Lucena residents (e.g., topnotchers, national/international achievers). Participation in the formal committee discussion placed the University’s views on record to help refine provisions and implementation.
Provincial social-protection coordination (Quezon Province, Sept. 14, 2024).
MSEUF took part in the Provincial CSO–Academe Partners Meeting convened by DSWD (4Ps Provincial Operations Office). Partners reviewed program results, aligned next-step actions, and planned collaborations to support 4Ps families, an official venue where MSEUF’s inputs inform public service delivery.
University Advisory Council with government seats (Oct. 4, 2024).
At Partnership Day, the University recognized 44 partners, including 18 government agencies, as members of the MSEUF Advisory Council, a standing channel where public-sector stakeholders and the University exchange evidence and guidance that can feed into government programs and joint initiatives.
Complementary platforms that strengthen advice and evidence
Parents’ KUMU mental-health forum (Nov. 2024).
While primarily a community education program, OSAS’ large-scale session with 560 parents generated insights on youth well-being that can be shared with local education and health partners as context evidence for policy and school-community programming.
Rule-of-law and rights education (Sept. 15, 2024).
The Enverga Law School CLEP, with IBP-Quezon and the Rotary Club of Metro Lucena, hosted a “Know Your Rights” seminar, an example of the University convening practitioners to surface legal perspectives that often inform local advocacy and policy conversations.
Networked leadership roles (Sept. 26, 2024).
Two MSEUF administrators were appointed to the WUNI-Leaders Board of Directors, positions that, while outside government, help channel higher-education innovations and comparative evidence into policy dialogues that universities hold with public agencies.
