MSEUF safeguards academic freedom through policy, safe conditions, and fair governance

Manuel S. Enverga University Foundation (MSEUF) affirms the freedom to choose areas of research and to speak and teach publicly about scholarly work through a portfolio of published policies and supportive practices that protect people, processes, and incentives around scholarship.

 

The policy backbone protecting free inquiry
  • Institutional Policy and Guidelines on Research Independence. MSEUF explicitly upholds freedom of scientific inquiry, autonomy, and impartiality for all “research workers” (faculty, staff, and students), defining responsibilities and rights so scholarship can proceed without interference. The policy’s scope and principles are public and university-wide. 
  • Modern Slavery Policy. By banning trafficking, forced labor, and child labor across employment and procurement, the University removes coercive conditions that can undermine researchers’ autonomy and integrity. 
  • Anti-harassment (Safe Spaces) commitment. MSEUF operationalizes a harassment-free campus with clear reporting channels via the GAD Technical Committee, HRD, and OSAS—prerequisites for speaking, teaching, and debating research in classrooms and online without fear. 

Governance and culture that keep inquiry independent
  • Transparent compensation processes. HRD runs an annual merit pay deliberation with pre-shared evaluations and named oversight, reducing room for favoritism or pressure that could chill academic choices. 
  • Rights-based academic formation. The College of Criminal Justice and Criminology’s human-rights seminar strengthens a campus ethos that prizes lawful, ethical discourse—supporting faculty and students who teach and speak publicly about sensitive research areas. 

How MSEUF's efforts fulfil SDG 16

SDG 16 looks for a policy supporting academic freedom and evidence that the environment enables it. Whereas MSEUF:

  1. Publishes a dedicated Research Independence Policy protecting autonomy and impartiality;
  2. Secures the workplace through anti-harassment and anti-coercion policies; and
  3. Sustains transparent HR governance and rights education so scholars can select, teach, and publicly discuss their research without undue influence. 

Grounded in Mindfulness, Service, Excellence, Unity, and Fortitude, MSEUF’s integrated approach makes academic freedom a lived standard, protected in writing, practiced in everyday governance, and modeled in classrooms and public seminars.
