Manuel S. Enverga University Foundation MSEUF advances SDG 11 by pairing safe, affordable on-campus housing with a student microfinance facility that helps learners remain engaged in the Universitys cultural and academic life.

Keeping students proximate to studios, libraries, museums, theaters, and green spaces reduces travel impacts and sustains the shared environments where culture and learning thrive.

The University Dormitory—conveniently located at the Library Complex—offers 21 rooms for up to 107 residents (6 air-conditioned rooms for 28 students and 15 well-ventilated rooms for 79). Safety and stewardship are built in through dedicated fire escapes, an FDAS fire-alarm system, 24/7 security, and daily cleaning and maintenance. Managed by CIHTM with the Property Department and OSAS, the residence doubles as a practical training ground for hospitality students while keeping residents within walking distance of campus learning and cultural venues. 

Through OSAS, MSEUF operates the Student Enterprise Economic Development (SEED) Program, a revolving micro-loan facility for student entrepreneurs. Applicants attend a SEED assembly for priority queuing, submit requirements to the Office of Student Organizations, and are screened by the OSO coordinator with final action by the OSAS Director—a process completed within two days of submission. Approved borrowers sign a guarantor agreement and receive Treasury-released proceeds, then repay on a schedule set to capacity (with 10% interest), helping them stabilize finances, continue studies, and participate in on-campus activities. 

  • Proximity preserves access: Affordable, well-managed housing keeps students near exhibitions, performances, archives, and study spaces—protecting the living value of campus cultural assets by ensuring people can readily use them. 

  • Financial resilience sustains participation: SEED cushions short-term shocks so students stay enrolled and physically present, reducing high-impact commuting and maintaining vibrant use of shared facilities.
