Vehicle Pass / Parking Sticker Guidelines

In an effort to enhance security and ensure smooth operations on our campus, the Manuel S. Enverga University Foundation thru the Health and Safety Office is implementing a new car pass/parking sticker policy for all employees, faculty, students and stakeholders. Vehicle stickers will be issued to authorized personnel to identify their vehicles while on University premises.

Vehicle stickers will be issued to authorized personnel to identify their vehicles while on University premises.

These guidelines have been developed to maintain a safe and organized environment within the University grounds. Please adhere to the following guidelines:

I. Eligibility:

  1. All full-time and part-time employees, including faculty members, administrative staff, and students are eligible to apply for a vehicle pass / parking sticker (VPPS).
  2.  Registered stakeholders and contractors regularly conducting business on campus are also eligible for VPPS. 

II. Application Process:

  1. Eligible individuals can obtain the VPPS application form from the Health and Safety Office.
  2.  Complete the application form with accurate and up-to-date information.
  3. Submit the accomplished application form along with the required supporting documents to the authorized personnel in the Health and Safety Office during office hours. Upon approval of the Head of the office, the applicant shall proceed to the Treasury Department for payment.
  4. Pay the necessary fee at the Treasurer's Office.
  5. Upon payment, the Treasurer's Office shall coordinate with the Security Office for the release of the sticker and placement in the applicant's vehicle.

III. Required Documents for New Applicants:

  1. A valid driver's license
  2. Vehicle certificate of registration
  3. LTO latest OR
  4. Employee or stakeholder’s identification card
  5. For student, registration form
  6. Deed of sale (if applicable)
  7. Letter of request / Authorization Letter / Consent form the owner or from the company (if company vehicle).

IV. Decal Placement:

  1. Only authorized security personnel is permitted to affix the VPPS.

V. Renewal of Application:

  1. Existing VPPS holders wishing to renew their stickers must submit a new application form at least one (1) month before the current sticker's expiration date.
  2. Renewal of application shall be subject for review of the Health and Safety Office. 

VI. Validity Options:

  1. VPPS of registered students and stakeholders are valid for one (1) year only.
  2. Faculty and employees will have a two-year validity period subject to payment of a different charge. 

VII. Allowable Issuance of Vehicle Pass / Parking Stickers:

  1. Administrators, faculty, and employees are allowed a maximum of two (2) VPPS.
  2. Registered students, and eligible stakeholders will be given one (1) VPPS only.
  3. VPPS are non-transferable and must be used only on vehicles registered to the authorized individual.

VIII. Parking Policy:

  1. Parking inside the main campus is subject to the availability of parking space.
  2. Motorcycle parking areas will be clearly marked, and motorcycle student-owners are expected to use these designated areas only.
  3. All VPPS holders are expected to comply with university parking regulations 
    and guidelines.

IX. Replacement and Transfer:

  1. In case of a change in the vehicle, the VPPS must be transferred to the new vehicle by informing the Health and Safety Office.
  2. Damaged VPPS should be reported immediately, and a replacement can be obtained by following the standard application process

X. Unauthorized Use:

  1. Misuse or lending of VPPS to unauthorized individuals will result in disciplinary action or revocation of the VPPS.

XI. Enforcement:

  1. Campus security personnel shall regularly check and enforce the VPPS policy.
  2. Vehicles without valid VPPS will not be allowed to enter/park on University premises unless with prior and valid appointment.
  3. All faculty, employees, and students classified as motorcycle riders and back riders are required to wear standard protective motorcycle helmet (full face and half face helmets) whether long or short drive. The same policy will be applied even if they are already inside the campus premises. Helmets should bought from authorized sellers only.
  4. Students who will be caught not wearing prescribed helmets will be advised to surrender their ID to our security personnel which will be endorsed to the Office of Prefect of Discipline. The violation will be considered cleared if the students can provide proof that they already have helmets.

XII. Compliance:

  1. Failure to comply with the VPPS guidelines may result in warnings, fines, other appropriate disciplinary action or revocation of the application.
