MSEUF signs partnership with the Department of Migrant Workers


Strengthening its commitment to community engagement and student welfare, Manuel S. Enverga University Foundation (MSEUF) formalized a partnership with the Department of Migrant Workers (DMW) Region IV-A through signing of a Memorandum of Agreement (MOA) on July 11, 2026, in Calamba City.
Prior to the signing ceremony, representatives from both institutions engaged in a productive discussions exploring potential areas of collaboration. Leading the DMW delegation was Regional Director Atty. April Casabuena, who shared the agency’s mandate and organizational background. She explained that the DMW was established following the reorganization of government services for overseas Filipino workers and now serves as a one-stop agency that consolidates various functions related to migrant workers, including welfare protection, legal assistance, skills development, and reintegration programs.
During the meeting, Atty. Casabuena encouraged MSEUF’s maritime students and graduates to participate in the Likhang Marino Business Plan Competition, a program designed to support aspiring entrepreneurs in the maritime sector. The competition provides participants with mentoring and coaching opportunities, while winning entries may receive seed capital assistance and cash prizes of up to PHP 50,000.00.
Among the key initiatives agreed upon under partnership are the conduct of Anti-Illegal Recruitment and Trafficking in Persons (AIR-TIP) Seminars for graduating students and the establishment of a Children of OFWs Organization within the University. The AIR-TIP seminars will be coordinated through the Office of Scholarship and Endowment, Job Placement and Alumni Relations, while the Office of Student Affairs and Services (OSAS) will oversee the formation and management of the Children of OFWs Organization. The organization is envisioned to serve as a platform for capability-building activities, psychosocial support, counselling services, and other programs beneficial to its members in coordination with the DMW.
Representing MSEUF during the MOA signing on behalf of the University president/COO Madame Naila Enverga-Leveriza were Celso D. Jaballa, Vice President for External Relations; Ma. Isabel D. Granada, Director of the Office of Scholarship and Endowment, Job Placement, and Alumni
Relations (OSEJPAR); and Rey Marco Casino, Officer-in-Charge of the Office of Student Affairs and Services (OSAS).
Also present during the MOA signing were DMW Assistant Regional Director Karen M. Quilao, and Chief Labor and Employment Officer Apollo C. De Robles.
