The Information and Communications Technology Department (ICTD) is an integral part of Manuel S. Enverga University Foundation (MSEUF), ensuring seamless connectivity and technological readiness to support the demands of hybrid learning. As the primary department for ICT innovations, infrastructure development, maintenance, and services, ICTD empowers the University’s teaching, learning, and administrative functions with reliable and innovative solutions.
To guarantee uninterrupted access to online resources and virtual collaboration tools essential for hybrid education, ICTD maintains active contracts with two Internet Service Providers (ISPs):
• The main provider, Asian Vision, delivers a dedicated fiber connection with a speed of 1000 Mbps, ensuring stable and high-speed internet connectivity across all campuses.
• As part of the University’s redundancy measures, a backup connection is provided by Star Fiber, offering a fiber connection with a speed of 800 Mbps to maintain continuous operations in case of primary service disruptions.
To further strengthen hybrid learning, the University subscribes to CANVAS, a comprehensive learning management system that enables flexible, organized, and interactive online teaching and learning. This platform allows faculty to efficiently manage courses while providing students with easy access to learning materials, assessments, and virtual classroom activities anytime, anywhere.
The ICTD oversees and maintains:
• Robust WiFi connectivity throughout classrooms, laboratories, offices, and common learning areas
• Classroom technology, including cameras, microphones, and multimedia equipment provided and supported through the University’s Educational Media Resource Center (EMRC), enabling real-time hybrid and blended learning setups
• Provision and maintenance of electronic devices, computers, and equipment essential for online instruction and student use
• Dedicated IT support services with adequate IT support personnel to promptly assist students, faculty, and staff with technical concerns related to connectivity, devices, and e-learning platforms, including NeoLMS.
Through these initiatives, the ICTD remains committed to supporting MSEUF’s pursuit of educational excellence, ensuring that all stakeholders experience a flexible, accessible, and technology-integrated learning environment.
