55 delegates join CHEDRO1 ETEEAP learning visit at MSEUF

Gathering 55 delegates from 13 Region 1 higher education institutions to study best practices that speed credentialing for experienced learners, the Commission on Higher Education Regional Office I (CHEDRO1) held an ETEEAP benchmarking and learning exchange at Manuel S. Enverga University Foundation in Lucena City, Oct. 3.

CHEDRO1 convened the one-day visit at the University Library Reading Area and Seminar Hall to deepen understanding of the Expanded Tertiary Education Equivalency and Accreditation Program.

Delegates represented Don Mariano Marcos Memorial State University, Mariano Marcos State University, Ilocos Sur Polytechnic State College, Pangasinan State University, University of Northern Philippines, Binalatongan Community College, Pangasinan Polytechnic College, Bayambang Polytechnic College, University of Eastern Pangasinan, Ilocos Sur Community College, Northwestern University, Saint Louis College and Universidad de Dagupan.

Dean Rodrigo Belleza Jr. led a comprehensive benchmarking presentation on MSEUF’s ETEEAP operations, joined by college representatives Claudia Odette Ayala, Henedina Lagumen, Divinia Glifonea, Flormando Baldovino, Cielito Maligalig, Jennifer Reyes, Felixberto Mercado and acting registrar Lizaminda Regodon. Sessions detailed program administration, documentation workflows, assessment protocols and quality assurance.

The program opened with a doxology, the national anthem and the University Hymn by the MSEUF Concert Singers, followed by a welcome from Benilda Villenas, officer in charge of the Office of the President. Angelica Dolores, CHEDRO1 supervising education program specialist, offered remarks before the MSEUF Banyuhay Dance Troupe performed a cultural number.

An academic exchange and open Q&A followed, with Villenas fielding most questions. Organizers then exchanged tokens, took group photos and hosted a campus tour. “ETEEAP turns hard-earned workplace learning into recognized credentials; sharing workable systems helps HEIs serve adult learners faster and better,” Dolores said. The day ended with a synthesis highlighting takeaways and next steps, with delegates signaling plans to adapt MSEUF practices on their campuses..


This activity advanced MSEUF’s mission to deliver transformative, student-centered and outcomes-oriented education by sharing scalable systems that validate prior learning and support adult learners. It demonstrated the core values of Excellence through quality assurance, Service by widening access to degrees and Unity through inter-institutional collaboration.
