ACTIVATION AND SUSTENANCE OF INTERNAL STAKEHOLDER PARTICIPATION IN SCHOOL-BASED MANAGEMENT IN SELECTED PUBLIC SECONDARY SCHOOLS IN BONDOC PENINSULA

Abstract

This research delved on the activation and sustenance of internal stakeholder participation in school-based management in selected public secondary schools in Bondoc Peninsula. The study had 305 teachers and 10 school heads as respondents. Weighted mean and t-test were used in the quantitative data analysis while coding of responses was done to analyze qualitative data. Results revealed that both the teachers and school head-respondents have very high participation in school-based management in terms of formulating fair and appropriate policies, maintaining transparency, accountability of the school administrations, providing maximum benefit to students’ learning, and school development. Factors considered in the activation and sustenance of internal stakeholder participation in SBM are the methods and resources, contextualized assessment results of the learners, training and development program given to teachers, shared responsibilities of teachers and school heads, periodic performance assessments, and established system of partnership. There was a significant difference in the level of participation of the internal stakeholders in the strengthening of school-based management and their level of participation in terms of providing maximum benefit to students’ learning. However, there was no significant difference in their responses on formulating fair and appropriate policies, maintaining transparency, accountability of the school administrations, school development, and the factors considered in activation and sustenance of internal stakeholders’ participation in SBM. Teachers and school heads in Bondoc Peninsula should then focus on annual account to maintain transparency and conduct systematic and regular self-evaluation to assure quality and effectiveness of different initiatives for self-improvement and continuous school development. Close monitoring and assessment at the district, division, and regional levels should also be implemented to ensure proper implementation.
