To enhance campus security and improve traffic flow, the Manuel S. Enverga University Foundation, through the Health, Safety, and Auxiliary Services Department (HSASD), is implementing RFID vehicle tags with boom barrier access at Kalayaan Drive.
These RFID tags will be issued exclusively for authorized 4-wheel vehicles, granting automated entry and exit through the designated access point. Please adhere to the following guidelines:
Eligibility:
- Full-time and part-time employees, including faculty and administrative staff
- Registered students with 4-wheel private vehicles
Note: RFID tags are strictly for 4-wheel vehicles. Motorcycles, tricycles, and other 2- or 3-wheel vehicles are not eligible for RFID access.
Application Process:

Secure the RFID Tag Application Form from the HSASD or download it via RFID TAG APPPLICATION FORM.

Accurately fill out the form with the required details.

If you already have an existing Vehicle Pass (sticker), simply indicate your current sticker number on the form.

You are not required to submit the supporting documents again.

For first-time applicants, prepare and attach all required documents (see next section).

Submit all requirements to the HSASD for initial verification.

Upon approval, proceed to the Treasury Department for payment.

The RFID tag will be scheduled for installation by the Health and Safety Officer.
Required Documents for New Applicants:

Valid driver’s license

Certificate of vehicle registration and latest LTO Official Receipt

University ID (employee or student)
-
Student registration form (for students)
-
Deed of sale or authorization letter (if not the registered owner)

Company consent letter (for company vehicles)
Tag Installation:
-
RFID tags will be installed only by an authorized personnel.

Installation schedules will be coordinated after payment confirmation.
Validity:
-
RFID access for students: 1 year & 2 years

RFID access for faculty and employees: 2 years
-
All RFID tags are subject to renewal based on updated eligibility and requirements.

Student RFID tags will be temporarily blocked at the end of every semester. To reactivate access, students must report to the HSASD and present their registration form for the new semester.
Issuance Policy:

Faculty and employees: maximum of two (2) RFID tags

Students: maximum of one (1) RFID tag
-
RFID tags are non-transferable and valid only for the registered 4-wheel vehicle.
Access Privileges:

RFID tag holders may access the boom barrier at Kalayaan Drive.
-
Access is limited to 4-wheel vehicles with valid RFID tags only.

Tricycles and motorcycles will not be allowed entry via Kalayaan boom barrier.
Parking and Access Regulations:

Entry does not guarantee parking space; standard parking policies still apply.

Motorcycle riders must use designated motorcycle parking zones.
-
All motorcycle riders and back riders must wear standard protective helmets at all times, even within campus premises.
Replacement & Transfer:
-
For vehicle change or damage, inform the HSASD for reassignment or reinstallation.

Lost or defective RFID tags will be replaced through the standard process.
Misuse and Penalties:
-
Lending or transferring RFID tags to unauthorized individuals is strictly prohibited.

Violations may lead to revocation of access and disciplinary action.
Enforcement:
-
Security personnel will monitor compliance at Kalayaan Drive and other entry points.
-
Vehicles without RFID tags will not be granted access through Kalayaan Entrance.
-
Students without standard helmets will surrender their IDs to security and report to the Office of the Prefect of Discipline.
Compliance:
Failure to follow these guidelines may result in revocation, fines, or other disciplinary measures.
