MSEUF makes history; 2 students secure top spot for outstanding Criminology students
Manuel S. Enverga University Foundation (MSEUF) made history on May 29, 2025, as its Criminology students, Lyca Penarejo and Borris Garcia, claimed the top two spots in the Ten Outstanding Criminology Students (TOCS) of Region IV awards. This marks the first time students from the same institution have achieved such a feat in the annual recognition program by the Professional Criminologists Association of the Philippines, Inc. (PCAP).
Penarejo was awarded Top 1, with Garcia securing the 2nd place honor out of 50 initial applicants from across Region IV. The selection process narrowed the pool to 36 qualifiers, then 15 finalists, before selecting the ten most outstanding criminology students in the region.
Both Penarejo and Garcia were lauded for their exceptional academic performance, strong leadership in student organizations, significant involvement in research, and active participation in criminology-related outreach and community service.
"It was an unexpected and deeply humbling moment for us, especially since this is a first for our college," said Penarejo. "This recognition proves that when you pour your heart, not just your work, with dedication, and a genuine desire to serve, it can lead to something truly meaningful. It’s not just a personal achievement, but a victory for MSEUF-CCJC.”
Garcia echoed her sentiment, expressing his gratitude. "I’m grateful and honored to be awarded 2nd. This is not just my win, but ours. Tuloy ang serbisyo, tuloy ang pangarap (Service continues, dreams continue)."
The TOCS program is an annual initiative by PCAP to celebrate Criminology students who demonstrate excellence in academics, leadership, research, and public service. Finalists undergo a comprehensive evaluation, including thorough portfolio reviews and in-depth panel interviews conducted by seasoned professionals in the field.
Officials from PCAP Region IV urged the honorees to continue embodying integrity and professionalism as they embark on their careers in criminology, emphasizing their vital role in nation-building and public safety.
