To support fair and peaceful community dispute resolution, the College of Criminal Justice and Criminology (CCJC) of Manuel S. Enverga University Foundation (MSEUF) conducted a Katarungang Pambarangay seminar for Lupong Tagapamayapa members and barangay officials on Oct. 9, at the University’s main campus in Lucena City.

Invited Philippine National Police personnel joined the activity, which focused on the duties and responsibilities of barangay officials and Lupon members in settling community disputes.

The seminar covered the formation of the Lupon, qualifications and appointment of its members, terms of office, and benefits and incentives. Participants also reviewed cases covered by Katarungang Pambarangay, complaint filing, the appearance of parties, venue requirements and exemptions.

Discussions explained the stages of mediation, conciliation and arbitration, with emphasis on fair and unbiased proceedings. A recap and situational exercises allowed participants to review the procedures and apply what they learned to sample cases.

The activity emphasized amicable dispute settlement and the role of barangay justice in maintaining peace and order. It also provided students with additional knowledge about Philippine law enforcement, community justice and the responsibilities of barangay officials.

The seminar supported MSEUF’s commitment to education and community service by connecting criminal justice learning with the responsibilities of local officials. It reflected the core values of Service and Unity through its focus on community needs, cooperation and peaceful conflict resolution.

  • SDG 4: Quality Education. The seminar provided learning opportunities on barangay justice procedures for Lupon members, barangay officials and students.
  • SDG 16: Peace, Justice and Strong Institutions. The discussions promoted fair dispute settlement and a clearer understanding of the responsibilities of community justice officials.
