CCJC launches first responder program to enhance campus safety

The College of Criminal Justice and Criminology (CCJC) of Manuel S. Enverga University Foundation (MSEUF) has launched on March 28, 2025 its first-ever First Responders Program.  This is a landmark initiative aimed at strengthening campus safety, disaster response, and crisis management.

Dr. Henedina A. Lagumen, Dean of the CCJC, emphasized the critical role of trained responders in ensuring public safety, particularly in high-stress environments such as law enforcement and disaster management. She highlighted the necessity of equipping students with practical, real-world skills that could mean the difference between life and death in crisis situations.

Meanwhile, Fire Superintendent Elias L. Baguio III, DSC, urged the pioneer batch of first responders to uphold discipline, vigilance, and swift action when faced with emergencies. The highlight of the event was the oath-taking ceremony led by Senior Fire Officer 1 Jan Vincent Alba, where the newly inducted members pledged their commitment to serving with integrity, responsibility, and readiness.

Following the formalities, participants underwent rigorous reception rites and tactical training, including warm-ups, physical drills, and team-building exercises to test their endurance, coordination, and response under pressure.  The second part of the ceremonies was focused on orientation of the upcoming training programs and guidelines for the duration of the training.  The formal series of trainings will start at the second week of May 2025.  The training will cover emergency response protocols, campus safety measures, and real-life crisis scenarios, ensuring that each responder is well-prepared to handle various types of emergencies.

By integrating emergency response training as part of the best practices, CCJC is preparing students to take on real-world challenges in law enforcement and public safety. The program is expected to serve as a model for other academic institutions, reinforcing the importance of disaster preparedness and the role of universities in training the next generation of first responders.

With the pioneer batch who are committed, CCJC envisions the first responders’ program as a long-term initiative that will continue to develop skilled, service-oriented emergency responders. Their readiness and dedication will not only strengthen safety measures within the university but will also have a lasting impact on the broader community, creating a culture of preparedness and resilience.
